Representations have been made to President Wilhelm Miklas of Austria by the governments of Great Britain, France and Italy urging the Austrian regime not to give assent to the appointment of Vice Chancellor Franz von Papen of Germany as special Minister to Austria, on the ground that this would be equivalent to German occupation of Austria, the Jewish Telegraphic Agency learned today.
This sensational action by the three powers who have made it clear that they intend to make certain of Austrian independence is the latest move in the feverish diplomatic maneuvers which have been in progress since last Wednesday when the Nazi putsch began.
