When Agudath Israel came to distribute its allotment of ninety certificates of entrance to Palestine today, it found that here were no less han 500 Agudath Chalutzim pioneers who wanted them.

To solve the problem, officials decided to follow the old Chassidic custom of drawing lots. Five hundred slips of paper were placed in a skull-cap, ninety of them marked. The lucky ones received the precious certificates.
