Favoritism in Entry System is Charged

The charge that favoritism is being practiced in Poland in the distribution of immigration certificates for Palestine was made here today by Engineer Reiss, president of the central Palestine Office in Warsaw, who arrived here to discuss the immigration question with the Executive of the Jewish Agency.

“A strange situation has developed recently in the matter of immigration to Palestine,” Mr. Reiss stated in a press interview.

“The Zionist Executive succeeded in obtaining from the Palestine government a considerable increase in the schedule of immigration certificates, but in spite of this we have established that the distribution of the certificates is now arranged in a manner not sufficiently conducive to constructive work in Palestine.

“The recent immigration from Poland into Palestine is largely composed of people who go out to established enterprises and whose productive value to the Yishuv is not always certain,” Mr. Reiss explained. “They also include elements who participate in the dangerous land speculation.

HITS NOMINATION PLAN

“The opponents of the Zionist Executive,” Dr. Reiss stated, “have for a long time carried on a campaign in the name of the so-called middleclass, but instead of supporting these immigration tendencies through the special organization of experts, these elements secured from the government the system of nominating candidates for immigration. The result of this system is that the certificates are made out for people who are selected on the grounds of purely personal relationships.”

Mr. Reiss has been sent by the Palestine Office of Poland to take up with the Zionist Executive in Palestine the unfair angles of the system of distribution of Palestine immigration certificates.

“We believe that our mission will succeed,” Mr. Reiss said today.
