France Scores Council’s Failure to Curb New Flow of Reich Refugees

The failure of the subcommittee on refugees to take up the problem of preventing a new wave of refugees from the Reich was scored by Rene Massigli of France on the floor of the Council today.

He announced that the French Government would raise this question at an intergovernmental conference to be called by the High Comm- issioner for Refugees, France will demand this ” malpractice” be halted, he said.

M. Massigli asserted: ” This problem exists. It is impossible to ignore it.” He assailed the practice of a ” certain government,” obviously referring to Germany, of denationalizing its citizens beyond its borders.

Rumania will not be able to accept one refugee, the council was told by Foreign Minister Nicholae Titulescu. He denied a rumor that Rumania would be able to absorb 50,000 expatriates.

“I want to state here and now,” he declared,” that there is no truth to it. Rumania cannot even take a single man.”

It was disclosed that the new High Commissioner will be appointed within ten days.
