Official announcement of the appointment of Sir Neill Malcolm, noted British military leader and retired major-general, as League of Nations High Commissioner for German Refugees will be made shortly, it was learned today.
It was understood that Sir Neill accepted the position after a discussion with Joseph Avenol, Secretary-General of the League. He is to replace James G. McDonald of New York, who resigned on December 31.
One of Sir Neill’s first duties will be to call an inter-governmental conference, to which the United States will be invited, to set up a system of legal protection for German refugees.
He will remain in office until the September meeting of the League Assembly, at which measures for permanent aid to refugees will be taken up.
Sir Neill served with the British forces in India, South Africa the Somaliland and in the World War. He retired in 1924 at the age of 54. He is chairman of the Royal Institute of International Affairs, president of the British North Borneo Co. and of the British South Africa Co.
