Italy and Germany have developed an increased interest in the “Moroccan problem and the Pan-Arab movement,” the diplomatic editor of the Manchester Guardian declared today, according to the Havas News Agency.

The policy which Germany followed in North Africa at the beginning of the century has been resumed, the liberal organ declared, while Italy has launched a propaganda campaign in the Moslem world.

It was further asserted that the two powers were for the present acting in concert in Morocco. The Guardian declared that Col. Beigleter, former Spanish Military Attache in Berlin, attended the Pan-Arab congress held at Tetuan, Morocco, on Oct, 2, accompanied by many German officers.
