An Arab attempt to kidnap Lord Peel, chairman of the British Royal Commission which is investigating Arab terrorism, was reported today in a Jerusalem dispatch to the Daily Express. The paper said police discovered the plan, which allegedly missed fire by less than half an hour, when they seized five Arab brigands accused of holding up a motorcade of five automobiles Saturday night on the road between Jerusalem and Jericho.
