Charles A. Davila, who has just retired as Rumanian Minister to the United States, expressed the belief last night that the present trend in Rumania represents merely “passing phenomena” and that the future development of the country would be along democratic lines.

Mr. Davila spoke at a farewell dinner given in his honor at the hotel St. Moritz by the Rumanian Central Committee, representing Rumanian societies, Jewish and non-Jewish, in New York city. The former National Peasant Party leader declared that “I am leaving the country a more convinced democrat than I was when I arrived.”
