The annual convention of the Dominion Association of Chartered Accountants today urged an immigration policy, carefully planned and well financed, which “would develop Canada in such a manner that its very essence would relieve unemployment.” Frank Nightingale, president of the association, declared that “our country needs population for the utilization of its resources, both natural and manufactured.”
