Lord Duncannon, assistant to Sir Neill Malcolm, League of Nations High Commissioner for German refugees, left by plane for London after completing an inquiry into Switzerland’s refugee problem. Lord Duncannon will present a report to Sir Neill, who is now in London.
In an interview with the press before taking off, Lord Duncannon revealed that Sir Neill has proposed the establishment of “stop-over” camps for German Jewish refugees. Under the plan, refugees will be allowed to stay in these camps until arrangements can be made for their entry as legal immigrants to countries which may accept them.
The assistant High Commissioner declared there were enormous obstacles in the path of any mass migration of Jewish refugees. Most countries, he said, will only receive individual immigrants whose cases will be decided on merit.
