Viscount Samuel will head a world movement for the care of children from Germany, it was learned today. Plans for launching the movement, in which prominent non-Jews will participate were discussed at a meeting yesterday. Establishment of the movement, announcement of which is expected to be made Friday, follows the Government’s decision to admit numbers of children to England provided their maintenance is guaranteed. Undersecretary Geoffrey Lloyd of the Home Office announced in the House of Commons that an agreement for large-scale immigration of children had been reached.

A Netherlands Jewish philanthropist, Daniel Wolf, made a flying visit here to interest Jewish leaders and Director George Rublee of the Intergovernmental Refugee Bureau in a plan to create a financial instrument needed to put into effect proposals for the settlement of Jewish refugees in overseas territories. Mr. Wolf, who donated a million guilders (nominally about $550,000) to establish the International Jewish Colonization Society in the Netherlands, asserted on his arrival that creation of such an instrument, backed by the prestige of noted Jewish personalities, would facilitate negotiations with governments having suitable territories for colonization.

He has already seen Zionist leaders, including Dr. Chaim Weizmann, in an effort to win support for his plan. He pointed out to them that the upbuilding of Palestine would be accelerated by organization of an agency such as he envisages, since the upbuilding work could then continue free from abnormal pressure. The philanthropist will return to London for further parleys when the Intergovernmental Refugee Committee is in session, at which time he will offer personally to make larger contributions to his proposed fund.
