Relief organizations in Geneva were faced today with the problem of where to move in the event of invasion of Switzerland. The League of Nations is already moving to Vichy, France, but an organization such as the Red Cross, which operates in German-controlled territory, among others, could not be located on French soil.
Certain relief organizations, particularly the Jewish ones, are considering the possibility of establishing offices in Portugal, from where they could carry on the refugee emigration work hitherto centered in Brussels and Amsterdam. But whether the International and American Red Cross will find it convenient to work from Portugal depends on whether Italy enters the war.
As the need for Red Cross aid increases with the expansion of the war area, the number of neutral countries from which it can operate decreases.
