Dr. Joseph J. Schwartz, European vice-chairman of the Joint Distribution Committee, who had been stationed in Paris and then evacuated to Bordeaux, arrived here tonight. He said he expected Morris C. Troper, European chairman, to arrive from Bordeaux soon.
