A group of parliamentarians today submitted a memorandum to ministers concerned with treatment of the aliens problem urging use of refugees for national service. The memorandum asked that the whole problem be placed under a single minister.

The Manchester Guardian editorially urged creation of an aliens’ board, under a responsible minister, to handle the entire question, declaring that this would have prevented the scandals of recent weeks.
