State Department Appoints New Head to Deal with Refugee Problems

Joseph C. Green has been appointed chief of the Special Division of the State Department which deals with refugee problems and with matters concerning Americans abroad. Formerly Mr. Green was the head of the Division of Controls in the State Department.

Information reaching Washington today from American consulates abroad estimates that a minimum of 3,000 refugees will leave Europe for the United States and other American countries in the course of the next four weeks.
