The 1,100,000 “enemy aliens” in this country will soon be asked to carry identification cards bearing photographs and to obtain formal permission in advance before changing residence or occupation, it was indicated by Attorney General Francis Biddle at a press conference.
Mr. Biddle said that the proposed regulations would be stricter than during World War I, when enemy aliens did not have to attach photographs to identification cards. The proposed system will approximate the practice in Great Britain, where all aliens, including Americans, must carry identification cards and must report a change of address to the police within forty-eight hours.
