Welles Confers with Litvinoff on Action by Allies to Check Nazi Terror Against Jews

Under-Secretary of State Sumner Welles and Soviet Ambassador Maxim Litvinoff conferred yesterday on the possibility of a joint declaration by the Allied nations in connection with the murder and persecution of millions of Jews in Europe, it was learned here today.

Neither Secretary Welles nor Mr. Litvinoff would disclose details of the conversation nor was it announced what other governments have been consulted on the question. It is reported here, however, that conferences between the three major allies, the United States, Britain and Russia, and the other United Nations have been proceeding for some days, looking toward possible joint action to protest the atrocities against Jews and to seek means of rescuing these Jews who still remain alive.
