The World Zionist Executive is determined to enforce the decision of the Zionist Actions Committee that the forthcoming World Zionist Congress, which is to open on August 7, be held in Palestine, Dr. Bernard Joseph, legal advisor of the Jewish Agency, told a press conference today.

Dr. Joseph made this statement in reply to questions as to whether the Zionist Executive intends to comply with the request of the Zionist Organization of America that the congress be held in the United States, instead of Palestine.

Opening the election campaign to the congress, David Ben Gurion today advocated the establishment of a labor front based on the demand for the creation of a Jewish State. He spoke at a meeting of the Mapai, the Jewish Labor Party, in Tel Aviv and urged that the Mapai, the Poale Zion and the “Movement for Labor Unity” should unite for the elections. He attacked the Hashomer Hatzair, the left wing of the Histadruth, as a movement which “is splitting labor’s ranks,” because it favors a bi-national state.
