Internationally recognized travel documents will soon be issued for refugees not under the protection of any government, under an agreement signed today by 15 governments meeting here at the call of the Inter-Governmental Refugee Committee.

It is expected that the documents, which will go into effect in three months, will facilitate the movement of refugees for resettlement.
