Declaring that most of the displaced Jews in Europe wish to emigrate to Palestine but are prevented from doing so because of Zionist demands for a Jewish state, Arthur Hays Sulzberger, publisher of the New York Times, today called for a reversal of Zionist policy which, he said, places sovereignty before refuge.

Speaking at a dinner marking the 80th anniversary of Mizpah Congregation here, Mr. Sulzberger said countless Arabs “would admit that there is room at the moment in Palestine for 350,000 Jewish refugees, but not room for a Jewish state.” Discussing the situation of the Jews in Europe, he said, “I fear that there are places in Europe in which no sensitive Jew of this generation can live content.”
