Fiorello H. LaGuardia, director-general of UNRRA, reported increasingly serious friction between displaced persons and the military forces in the European area, in his third quarterly report to the UNRRA Council, which opened its sixth session here today. He recommended “extensive orientation” among occupation troops in the United States zone and “high level agreement” among all occupation authorities to mitigate the tension between the military and the DP’s.
“Increased infiltration has not only placed a strain on accommodations and services for displaced persons,” LaGuardia said, “but has also introduced new difficulties in the relationships between the military and the displaced persons. He point out that the U.S. Army has undertaken to operate transient centers because of UNRRA’s lack of facilities for the task.
