The Norwegian Ambassador to Washington today signed the constitution of the International Refugee Organization at the United Nations protocol office. Norway thereby becomes the tenth signatory to this constitution and, at the same time, a member of the Preparatory Commission for the IRO which will meet in Geneva on Feb. 11.
