Clay Statement Indicates U.S. Army Has Sealed German Borders to Dp’s Seeking to Leave

Gen. Lucius D. Clay, American Commander in Germany, today confirmed indirectly that the U.S. military authorities have sealed the borders of their zone against illegal emigration by displaced persons.

At a press conference here, Gen. Clay stated that the American position remains unchanged — anyone leaving the U.S. zone must have an exit permit. He said that this was a long-standing procedure in all four zones.

What the Army will not admit, however, is that up until a few weeks ago it permitted small groups to leave Germany without permits. Lost of these consisted of Jews seeking to reach Palestine by so-called illegal means.
