Jewish refugees in Shanghai seeking U.S. transit visas to permit them to reach South American countries must now produce, in addition to a visa from their country of destination, a letter from an agency of that government attesting to the validity of their visas.
This procedure has been worked out by the State Department to eliminate difficulties arising from the refusal of the U.S. Consulate in Shanghai to issue transit visas to prospective emigrants, because the consulate questioned the validity of the South American visa held by the applicant.
