The four Minister-presidents of the German states in the American zone of Germany this week-end refused to enact legislation providing for the restitution of property stolen by the Nazis from Jewish and non-Jewish victims of persecution in Germany. Nevertheless, it is expected that Gan. Lucius D. Clay, American military commander in Germany, will proclaim such a law tomorrow, in the name of the military government.
During a day-long debate, the Germans endorsed the principle of restitution, but refused to accept responsibility for various provisions in a proposed measure. The neads of Bavaria, Wuerttemberg-Baden and Bremen voted against the proposal, while the Greater Hesse official abstained.
