Wide powers to the U.N. Governor of Jerusalem ##ope with possible disturbances when the city becomes internationalized were re##ended today by the working group of the U.N. Trusteeship Council, which is draft the statute for the free city. It was agreed that in an emergency the Governor could be empowered to govern by decree and to take any measures he considered necessary.
The working group also agreed the Governor should have the power to deal with security emergency by direct access to the Security Council through the Secretariat instead of the Trusteeship Council to which he is directly responsible. This course was dictated by the fact that the Trusteeship Council meets only periodically where the Security Council is in continuous session.
The six-nation sub-committee of the Trusteeship Council today for the first time set a timetable to its work, designating the end of January as the approximate time when its recommendation for a city charter might be completed. The sub-committee all adjourn December 16 along with its parent organization, the Trusteeship Council. ##waver, its work will continue through two groups of experts from the Secretariat ## others to be designated. It will reconvene early in January.
