Charles Develle, a member of the pro-Nazi Vichy militia during the war who was one of the murderers of the Jewish Minister for Public Education, Jean Zay, has been arrested in Germany, it was reported here today.

Zay, who served in several French Cabinets before the war, was one of the first persons arrested and sentenced to life imprisonment by the Vichy regime. In 1944, three members of the Vichy militia–including Develle–presented an order of release to the prison authorities and took Zay with them in an automobile. He was never heard from again.
