A spokesman for Dr. Ralph J. Bunche, United Nations acting mediator for Palestine, made it clear today that Dr. Bunche had not given authorization for shipment of small arms by Britain to certain Arab states. He disclosed that Sir Alexander Cadogan, chief of the British mission at the U.N., recently visited Dr. Bunche and informed him of Britain’s plan to send small arms to the Middle East, although the United Nations embargo on Palestine arms shipments is still in force.

Dr. Bunche, according to his spokesman, informed Cadogan that the U.N. Security Council’s provisions with reference to arms shipments were clear-cut and only the Council was in a position to pass judgment on the British decision.
