Israel Ambassador Eliahu Elath called today’s statement by the Ambassadors of the seven Arab states “provocative” and charged that its “bellicose tone” was calculated “to stir up emotions and impede conciliation.”

Mr. Elath called at the State Department late today because of the earlier Arab visit. He conferred with Burton Y. Herry, director of the Office of Near Eastern Affairs, for more than a half-hour. He emphatically denied the Arab’s allegations that Israel has withdrawn cooperation from the U.N. Conciliation Commission. He said the sole responsibility for the lack of peace lies with the Arabs who constantly rejected Israel’s offer of direct negotiations.
