Finance Minister Eliezer Kaplan introduced in the Knesset last night a special bill which would empower the government to establish a “development authority.” It would be authorized to lease or sell immovable property.
Minister Kaplan explained that a full development authority bill covering the whole structure of the project would soon be introduced, but meanwhile special legislation was urgently required to legalize the sale of certain property to the Jewish National Fund, also for the acquisition of land for 150 settlements.
At the regular weekly Cabinet meeting today, the Ministers discussed development schemes for the Negev, communications problems, plans for handling religious pilgrims next year and plans for encouraging foreign investments. Minister Kaplan was instructed to submit the government’s proposals on the last matter to the Knesset Finance Committee.
Three Norwegian contracting firms have completed preliminary negotiations for the establishment of a plant for the prefabrication of multi-story buildings in Israel, it was announced today. The Norwegian conferees are C.D. Laedrum, Professor of Civil Engineering at Trondheim University; and Magne Nordes, Norwegian engineer.
Professor Laedrum said the plant would be able to prefabricate any house up to four stories and would deal in dwellings, factories, hospitals or hotels. The only commodity to be imported would be steel, he revealed.
