Aubrey S. Eban, Israel delegate to the United Nations, today introduced an amendment to the American plan for more effectively organizing the U.N. to act in the event of aggreession, which would limit the use of U.N. armed forces to opposing aggression rather than to reacting to threats to the peace.
In a speech to the General Assembly’s Political Committee, at which he proposed his amendment, Mr. Eban also said that the Assembly could not be called into special session by seven members of the Security Council, but only on the vote of a resolution offered formally in the Council. He asked that befors action were taken by the Assembly in the case of aggression, the Council should first try to take joint action of the Big Powers as provided in the U.N. Charter–and as is now proposed by the Soviet Union. This was Mr. Eban’s second speech before the committee on the Ackeson Plan.
