The American Zionist Council, representing all Zionist groups in the United States, in a letter to the State Department, today protested against the action of the U.S. Commerce Department in approving the construction of an oil pipeline from Iraq to bypass the Haifa refineries.

It cited the fact that the first shipment of American steel for the construction of such a pipeline is already on its way to the Middle East. The eventual export from the U.S. of close to 200,000 tons of steel is contemplated. The new pipeline would permit oil to flow from Iraq to the eastern shore of the Mediterranean, avoiding Israel territory and duplicating facilities now terminating in Haifa.
