Twelve member nations of the Council of Europe this week-end signed a pact guaranteeing human and civil rights to all their citizens.
Among the right guaranteed is freedom of religion and freedom from torture and arbitrary arrest. Additional rights will be covered in a subsequent protocol. The convention provides for the establishment of a European Commission of Human Rights to investigate all complaints and, if eight of the signatory nations desire, a court to punish infringements of human rights will be set up. However, it is considered unlikely that such a court will be established.
