Gen. Riley Defers His Return to U.s.; Security Council May Not Act on Huleh Issue

Informed sources said here today that there would be no Security Council action on the “distress signal” messages sent here during the last few days by Lieut. Gen. William E. Riley until the United Nations Palestine Truce Supervisor returns here to report in person on the new difficulties that have arisen over Israel’s project for reclamation of the Huleh swamp area.

Gen. Riley was scheduled to return to New York within a few days but information reaching here today said that he will not come to the United States this week. This report has given rise to the belief that he is making an attempt to resolve the new situation on the spot.

Gen. Riley reported to the United Nations last week that the Arab owners of land in the demilitarized zone had refused to enter into any negotiations with Israel to allow the drainage work to continue on their property.
