The delegate assembly of the Jewish Community Council voted here in favor of a plan for the merger of the Council and the Jewish Welfare Federation by a bare two-thirds vote. Both the executive committee of the Council and the board of directors of the Welfare Fund had previously approved the plan for consolidation of the two agencies which had been prepared by a joint committee of the two agencies.
Opposition to the plan in the delegate assembly centered around the position and authority of the delegate assembly which was the body of final authority in the Community Council but which in the new agency would be a representative body with power to review and recommend. The plan must now be presented to the general membership of the welfare federation before the merger can be completed.
