The United Nations Secretary General has formulated a series of proposals to be considered by the Sub-Commission on Prevention of Discrimination and Protection of Minorities which will meet here September 22. The sub-commission is under instructions from the General Assembly to propose practical steps to continue work for the prevention of discrimination and protection of minorities.
The proposals to be considered by the sub-commission include adoption of a program of specific study of major forms of discrimination as in employment, residence, political rights and immigration; establishment of a special procedure by the General Assembly under which governments would report periodically on observance of the rights set forth in the Universal Declaration of Human Rights, and authorization to the Secretary General to furnish expert advice to governments on drafting legislation, establishing judicial machinery and developing programs to combat discrimination. The proposal is also made that the Economic and Social Council appeal in a resolution to non-governmental agencies to devote part of their resources to the fight against bias.
