A “constructive program” for the United States Government in handling the Arab-Israel problem was recommended here today by the executive committee of the Congress of Industrial Organizations which criticized the suspension of U.S. aid to Israel.

The CIO recommendation urged a “constructive program for Arabs and Jews alike, to develop a peace in the Middle East that will make possible a settlement of the current disputes over the borders of Israel, over the development of the Jordan River valley and over other existing problems in that area.” Such a program, said the CIO, would be in the best tradition of our foreign policy. (In New York, Adolph Held, chairman of the Jewish Labor Committee, lauded the CIO declaration.)
