Delegates representing the 900,000 Jews of the British Commonwealth of Nations met here today in the second Commonwealth conference in a session devoted to the State of Israel and problems in relation to it.

Eliahu Elath, Israel Ambassador to London, who brought Israel’s greetings to the conference, charged the Arab States sought to make Israel the scapegoat to divert attention from their internal troubles. He told the delegates that Israel had no desire to interfere with the duties of people living outside Israel as citizens of their own countries. People in democracies, he said, can have many loyalties. He termed dangerous the application of the term “dual loyalty” as used by “some people who do not understand or suffer from a pathological inferiority complex.”
