Ambassador Abba Eban, in his just-concluded conferences with Israel Government leaders in Jerusalem, reported that during conversations between himself and Secretary of State Dulles last month four proposals dealing with the Arab-Israel situation were raised, the London Times said today in a dispatch from its Jerusalem correspondent.
The four points, the dispatch said, were: some undertaking to limit arms to the Arab states; inclusion of Israel in any American military aid program; more effective border guarantees by the United States, Britain and France, signatories to the 1950 tripartite declaration on the Middle East; and, activity to end the Egyptian blockade of the Suez Canal.
