The Foreign Operations Administration announced today the appointment of Layton M. Schoch of Philadelphia, to an FOA position in Israel as general counsel. Mr. Schoch served in the Air Force in the Judge Advocate General’s office and was released in 1946 with the rank of Lieutenant Colonel.
