Increased funds can and must be raised to meet pressing overseas and domestic philanthropic responsibilities facing American Jewish communities in 1955, it was agreed here today by 75 Jewish leaders attending an expanded executive committee meeting of the New York-Ontario Region of the Council of Jewish Federations and Welfare Funds.

The conference, which elected Arthur E. Gelber of Toronto regional president, also placed emphasis on the necessity for strengthening central Jewish community organizations on a year-round basis as the most effective means of realizing campaign and service goals.

In addition, the representatives stressed the need and opportunity for raising levels of giving among intermediate and lower brackets of contributors, as well as the necessity for developing or expanding leadership training programs. Arnold Gurin, director of field service of the CJFWF, spoke on the “Continuing Responsibilities of the American Jewish Community for Aid to Israel and Jews Overseas.”

The regional officers also expressed the view that recent state legislation regulating solicitation and collection of funds for charitable purposes, was helpful as a constructive counter-measure against agencies which engaged in fund raising abuses. It was indicated, however, that some provisions might cause undue hardship for legitimate agencies which was not intended by the legislators.
