Two leading Israel water engineers arrived in Washington today to carry on negotiations with members of the staff of Presidential envoy Eric Johnston on technical points of the Johnston Plan for Near Eastern regional water cooperation.

It is expected that the Israel Government will await the report of this team before making final commitments on the plan. Mr. Johnston intends to return to the Near East this spring to discuss the matter further with both the Arabs and Israelis.
