The Soviet Union has promised Arab states military aid sufficient to offset any Western intervention in the Middle East, it was reported here today in a dispatch from Damascus attributed to usually reliable sources.

The reported Soviet promise was made in response to a request by Syria and Egypt about USSR plans in relation to possible Western military intervention in the Middle East outside the United Nations. The Soviet Union is said to have replied that if the Arab governments bordering on Israel decide to resist such intervention it would be ready to supply military as well as political and financial aid.
