James P. Richards, special envoy of President Eisenhower, is expected to arrive in Israel during the latter half of April, diplomatic circles said today. He is tentatively scheduled to remain in this country for several days for discussions with Israel Government leaders on the Eisenhower Doctrine.
Israel will be allocated a share in the President’s special $200, 000, 000 fund, these sources said, “as required for her needs to fight Communism.” It was emphasized that the resumption of regular American economic aid to Israel was not connected with the Richards visit.
Gerald M. Straus, acting director of the American operations mission in Israel began today a round of talks with Israel officials to ascertain the principal requirements of the American aid program when it is reactivated.
When Washington finally gives the green light for resumption of aid to Israel, it should be possible to reactivate the grant-in-aid for development purposes and long-term loans for purchase of surplus foods within a brief period. Resumption of technical aid would take longer as some 60 American experts formerly stationed here are now scattered on temporary assignment over three continents.
