In a last-minute attempt to prevent a split in the ranks of the Mapai over the ATA strike, Mordecai Namir and Dr. Giora Josephthal, top officers of the Histadrut, and of the party arrived here this morning to try to get leaders of the Haifa Labor Council to end the dispute before the expiration of the 48-hour deadline set by the Mapai central committee for transferring the issue to the Histadrut executive.

Meanwhile, the Labor Council here confirmed that it had rejected an offer by Premier David Ben Gurion to arbitrate the issue. “A proposal to entrust an annual labor agreement to arbitration is an innovation in this country’s labor relations,” the Council declared.
