Abba Eban, chairman of Israel’s delegation here, officially notified Sir Leslie Munro, president of the General Assembly, that the Israel delegation would be absent Tuesday when the Assembly convenes for its 13th regular session. Mr. Eban explained that the absence would be due to the fact that the session’s opening coincides with the New Jewish New Year which the Israelis observe as a High Holy Day.
