The New York State Commission today confirmed reports that “gentlemen’s agreements” existed in the State Employment Service in the placement of job applicants on the basis of race.
The Commission, in a report sent to Gov. Rockefeller, declared that State Employment service staffs discriminated against a job applicant “if an employer asks the interviewer to do so, or if the interviewer thinks the employer wants him to do so. “
