Walter S. Hilborn, Los Angeles Jewish communal leader, has been named winner of the fourth annual Edwin Rosenberg Award for leadership in Jewish communal service, it was announced today by Judge Sidney Goldmann, of Trenton, chairman of the Awards Committee. Mr. Hilborn was honored for his role in guiding the merger efforts of the Jewish Welfare Federation and the Jewish Community Council into the Jewish Federation-Council of Greater Los Angeles.

The Council of Jewish Federations and Welfare Funds sponsors the Edwin Rosenberg Award, which was made possible by a grant from the Ben and Bertha Touster Foundation. The award was established as a tribute to the outstanding leadership of Edwin Rosenberg and aims to encourage others to emulate the principles which his leadership exemplifies. Mr. Rosenberg was chairman of the negotiating committee which effected the merger of the Hebrew Immigrant Aid Society, the United Service for New Americans and the Migration Department of the Joint Distribution Committee into the United Hias Service.

The award, a hand crafted, solid silver medallion, mounted on a finely wrought silver stand, will be presented at the banquet session during the 28th General Assembly of the Council of Jewish Federations and Welfare Funds in San Francisco.
