Some 600, 000 children will start the new school year tomorrow in overcrowded classrooms and with the threat of a teachers’ strike still. unresolved.

Record expenditures during the year of 13, 000, 000 pounds ($7, 280, 000) on new school facilities failed to eliminate the overcrowding. A new strike is most likely among teachers of high schools in which graded tuition fees, averaging 500 pounds ($280), are insufficient to meet teacher demands for 15 percent salary increases. The elementary school teachers insist on reduction of the large classes and better gradings which would result in higher pay.
