West German authorities investigating Nazi crimes in Latvia today asked the World Jewish Congress in New York for help in finding witnesses to crimes committed in Dvinsk and the Dvinsk region of that country during the following three separate periods:
1. Prior to July 31, 1941, by members of the Einsatzkommando (Special Commando) 1b of Einsatzgruppe A; 2. In August-September 1941, by members of the staff of the Security Police (SIPO) and Security Service (SD) Commander in Riga; 3. From September 1941, by members of the Special Unit (Aussenstelle) Dvinsk established by the Security Police and Security Service in Riga.
Separate criminal investigations are being conducted for each of these three periods. Persons who witnessed or had any other knowledge of crimes committed against Jews by Nazis in these three periods in the Dvinsk region, or know of others who could give evidence, should contact the World Jewish Congress.
